Thread under title???

Ive seen people put a title to a thread then have, in small text, another title. (Tkae the Final Member vote off thread for example) i want to know how do you do it?

Simple stuff here, when you make a thread there is a catagory that says "undertitle". Type what you like in there, and bam you got it.
