avatar question

I'm not sure where this question goes so i'll just ask it here. how do you guys get that little picture by your name (i think it's called the avatar)? can we only pick from certain pictures or can we put in any picture? i'm looking to use a paul burchill picture but i can't figure out how to do this. if someone could help me out here i'd greatly appreciate it. thanks.

What you mean make...? You want to make a gif avy or you mean the resizing of normal pics to avy size?
