What do the flashing squares under some memebers names mean? i notice not all memebers have it

What do the flashing squares under some memebers names mean? i notice not all memebers have it

They represent a member's postcount. 25 posts = 1 white box, and once you get 7 of them, and I think reach 200 posts, you get a yellow box. After that, for every 1600 posts, you get a red box. On my banned account I was 23 posts off 2 red boxes
